The Planning Division guides land uses and the physical development of the city in a manner that preserves quality of life for its residents. Project approval is often required prior to issuing grading and building permits. The Planning Division also handles environmental review of public and private projects.

General Plan 2020

The Santee General Plan describes the community's vision for land use, transportation, public infrastructure and environmental preservation.

Sustainable Santee Plan

The Sustainable Santee Plan: The City’s Roadmap to Greenhouse Gas Reductions is the City of Santee’s plan for reducing greenhouse gas (“GHG”) emissions to conform to State GHG emission reduction targets. The City of Santee (City) is committed to providing a more livable, equitable, and economically vibrant community through the incorporation of energy efficiency features and reduction of greenhouse gas (GHG) emissions. Through the Sustainable Santee Action Plan, the City has established goals and policies that incorporate environmental responsibility into its daily management of its community and municipal operations.

Land Use Code

Chapter 17 of the Municipal Code is the city’s Zoning Ordinance and is the primary tool for implementing the General Plan. The Land Use Code provides detailed standards for the development and use of land, including what types of uses are permitted in particular zones, minimum lot sizes, height restrictions, building setbacks, parking requirements, wall heights, sign criteria and other standards. Town Center Specific Plan

Santee Town Center is a master planned focal point for the city of Santee. The Town Center Specific Plan provides guidelines for creating a people-oriented hub for commercial, business, civic and residential uses along the San Diego River, and also for protecting and enhancing the natural features of the Town Center site.

The County of San Diego is currently offering a 31.25-acre, undeveloped site within the City of Santee for sale.
