Encroachment Permits
When an Encroachment Permit is Necessary
An Encroachment Permit from the Engineering Department is required for any work taking place within the City of Santee’s right-of-way. This includes:
- Work within the street, sidewalk or right-of-way
- Replacement, repair, or installation of a new driveway
- Sidewalk under-drains and drain lines within the curb (curb core)
- Street or sidewalk closures or any work requiring lane closures
- Utilities
- Temporary dumpsters provided by Waste Management to be located along curbs.
The contractor working in the public right-of-way shall hold a State of California issued General Engineering Contractor (Class A) license and meet the City of Santee insurance requirements.
Regulations
The City of Santee Encroachment Ordinance regulates work that takes place within City right-of-way, provides information on when a permit is required and specifies what is required to obtain an encroachment permit.
Encroachment Permits shall conform to the City’s Encroachment Permit Standard Requirements which will be attached to issued encroachment permits.
Standard drawings are available in the City Amended Driveway Standards and for Sidewalk/Curb Drains.
How to Submit a Permit
Encroachment Permits shall be submitted digitally on Santee's Permitting & Licensing Portal. Upon receipt of the application, staff will follow up with the amounts of the required fees/deposits and available payment methods.
Processing Time
Please allow 10 to 15 working days for processing Encroachment Permits.
Fees and Payments
The fee for the Encroachment Permit can be calculated using the current Fee Schedule. We accept payment of permits by cash, check or credit card.
