On October 23, 2025, Wendy Kaserman officially assumed the role of City Manager for the City of Santee. Kaserman brings more than 20 years of local government experience and a proven record of leadership, innovation, and fiscal responsibility.
Prior to joining Santee, Kaserman served as Assistant City Manager for the City of Poway, where she helped manage a $125 million annual operating budget, a $101 million capital improvement program, and 240 full-time equivalent positions. Throughout her tenure in Poway, she held diverse leadership roles spanning Human Resources, Risk Management, Finance, Community Services, the City Clerk’s Office, law enforcement contract management, and economic development.
The Santee City Council was impressed by Kaserman’s broad municipal background, her success in developing fiscally responsible budgets that prioritize residents and infrastructure, and her commitment to public safety, ethics, and exceptional customer service.
“As we considered Santee’s future, it was clear that Wendy’s enthusiasm, expertise, and collaborative spirit made her the right choice to lead Santee forward,” said Mayor John Minto. “She shares our commitment to strong community values and outstanding public service.”
Kaserman expressed enthusiasm for her new role, stating, “I am beyond excited to be joining an organization focused on good governance, effective use of city resources, and continuous improvement of the quality of life for residents. I look forward to working with the community, City Council, and staff to continue Santee’s tradition of excellence in public service.”
Before her time in Poway, Kaserman served in key administrative and fiscal leadership roles with the City of San Marcos and the Town of Queen Creek, Arizona. She holds a bachelor’s degree in Political Science from Arizona State University and a master’s degree in Public Administration from the University of Arizona.
