The City Clerk is the Elections Official and coordinates municipal elections with the San Diego County Registrar of Voters Office.

This includes preparation of resolutions calling for elections and declaring results, issuance and acceptance of candidate nomination papers, processing of ballot measures and petitions, posting and publication of legal notices, and receiving all campaign and conflict of interest filings as required by the Fair Political Practices Commission (FPPC).

City Council District

Council Members are elected by-district as of 2018.  Following the 2020 census, the City completed the required redistricting process and adopted new City Council Districts.  

Campaign Disclosure Statements

The Political Reform Act (Gov. Code §§ 81000-91014) requires detailed disclosure of the role of money in California politics. This includes the disclosure of contributions and expenditures in connection with campaigns supporting or opposing local candidates and ballot measures.

Campaign disclosure filings are public documents. Any member of the public may inspect and obtain a copy of any statement.


Electronic Campaign Filing System

Public Access Portal

The Public Access Portal contains financial information provided by candidates and committees. It can answer questions about who is contributing money, who is receiving money and how it is being spent.

Use the Public Access Portal to research campaign contributions and expenditures, review campaign statements filed by candidates and committees.

Campaign disclosure forms filed online beginning in 2020 are available through the portal. Staff is currently working to include past year filings.

You can view unredacted forms and forms that were not electronically filed, including those filed prior to 2020, by emailing us at: cityclerk@cityofsanteeca.gov or visiting the City Clerk's office during normal business hours.

Filer Access Portal

The Filer Access Portal is a web-based, data entry filing system that allows candidates and campaign committees to submit disclosure reports mandated by the City of Santee and California's Political Reform Act to the Electronic Filing System free of charge.

Use the Filer Access Portal to create electronic campaign statements. Before you begin you must have received your Electronic Filing System filer identification number and password. To get a filer identification number and password for your committee, contact the Office of the City Clerk at cityclerk@cityofsanteeca.gov or 619-258-4100.
