In-person Public Comment
Members of the public who attend the meeting in-person and wish to comment on matters on the City Council Agenda or during Non-Agenda Public Comment must submit a speaker slip to the City Clerk before the item is called. Their name will be called when it is time to speak. Once called upon by the City Clerk, in-person speakers may proceed to the lectern. Their time will start once they begin speaking.
Written Public Comment
Members of the public who wish to provide written public comment regarding items appearing on the City Council Agenda may do so by emailing the City Clerk’s office at publiccomment@cityofsanteeca.gov. Please include “Public Comment” and the Agenda item number(s) in the subject line.
Written comments received via email before 3:00 p.m. the day of the City Council meeting are distributed to the City Council, posted on the City website, printed for the physical Agenda packet and become part of the administrative record. Written comments will not be read out loud during the meeting. Comments received after 3:00 p.m. yet still prior to the start of the meeting will be processed in the same manner as described above if staff time allows. Please be advised that any communications directed to the City, including City Council and City staff, are subject to disclosure pursuant to the California Public Records Act. Communications will not be edited for redactions, except in compliance with State law.
Telephonic Public Comment
In compliance with SB 707 (2025), the City of Santee will begin telephonic public comment for City Council meetings starting July 1, 2026. Members of the public who wish to provide telephonic comment on matters on the City Council Agenda or during Non-Agenda Public Comment must submit their request to speak to the City Clerk via email at publiccomment@cityofsanteeca.gov before the item is called. Please include “Telephonic Comment” in the subject line. In the body of the email, telephonic speakers must identify the last four (4) digits of their call-in number, the Agenda item number(s) they wish to speak on, and, if so desired, a name they choose to be identified as when speaking so Clerk staff may properly identify the individual. Failure to provide a call-in number may result in staff’s inability to identify the individual. If the individual does not provide a name to be identified as, Clerk staff will announce the last four digits of the telephone number to identify the speaker.
The call-in phone number and instructions to enter the meeting are listed on the Agenda for each meeting.
Please note that while members of the public are generally permitted to speak for three minutes during the public comment period, in accordance with City Council Policy 2026-01, the Mayor may reduce the usual three-minute time limit to provide for an orderly meeting when numerous comments are expected. (City Council Policy 2026-01, § 10.2; Gov. Code § 54954.3) Any reduction of speaker time will be announced before the public comment period begins.
City Council meetings are open public meetings where Council makes local laws, policies, and basic decisions relating to the City. The Council holds Regular Meetings on the 2nd and 4th Wednesdays in January through October and on the second Wednesday in November and December, beginning at 6:30 p.m. Meetings are held in the City Council Chambers located at Santee City Hall, 10601 Magnolia Avenue. Citizen Participation
The Council and staff welcome information on pertinent concerns. Comments at the meeting should be brief and directed to specifics of the Agenda item to enable Council to take appropriate action. A concern that is not on the Agenda will be heard under "Non-Agenda Public Comment". Whenever possible, lengthy testimony should be presented to the Council in writing, and only pertinent points presented orally. When addressing the Council on any concern, there is a 3-minute time limit*.
*The Mayor has the authority to reduce the usual 3-minute time limit to provide for an orderly meeting when numerous comments are expected. (City Council Policy 2026-01, § 10.2; Gov. Code § 54954.3)
Public/applicant exhibits become City property and are not returnable.
Structure of Your Government
The legislative and policy-making branch of Santee's municipal government is the City Council. The Council consists of a Mayor and four Councilmembers. Elections are held in November of even numbered years; terms are staggered to allow continuity.
Santee operates under a Council-Manager form of government. Under this system, the City Council appoints a professional City Manager.
The primary responsibility of the City Council is to fulfill the legislative function and to establish general direction and policies for the City. The City Council also provides the City Manager and operating departments with resources necessary to carry out these policies. The Mayor presides at City Council meetings and represents the City at various ceremonial functions and meetings. The City Manager serves as the professional administrator of the City, coordinating the day-to-day operations and administration of the City. The City Manager appoints a professional staff to assist citizens.
The Council also appoints members to Santee citizen advisory boards, committees, and commissions. These bodies provide recommendations and advice to the City Council.

Any person with a disability who requires a modification or accommodation in order to participate in a meeting should direct such request to the City Clerk’s Office at (619) 258-4100, ext. 114 at least 48 hours before the meeting, if possible.
